Can an alleged case of sexual harassment be considered a federal offence? Why?

No. Because it is Alleged. It would have to be a convicted crime before it can be considered anything. In 1998 the Supreme court came out with a set of guidelines as to what Sexual Harassment is and how a company should handle it. But in each case there has to be an investigation and if the harassment exceeded the company's policy appropriate action would be taken. But in most cases (unless rape was involved) it remains as a misdemeanor at most. Most cases are considered civil not criminal offenses. Can an alleged case of sexual harassment be considered a federal offence? Why?
