Can you sue if the federal fugitive case was dismissed? True, present situation. Need help pls....?

Case was dismissed, bail was returned, went to another country, arrested, marshal brought me back to the US, federal case was dismissed on the motion of both parties, still in detention for charges. How to sue, what kind of lawyer, please... Thank you for your help.Can you sue if the federal fugitive case was dismissed? True, present situation. Need help pls....?
As far as I know, you can't sue the federal government or its agencies.
